Russia and Pakistan are discussing a potential oil-sector agreement covering exploration, production and refining, according to Pakistan’s Finance Minister Muhammad Aurangzeb. Talks are currently underway between the two countries’ energy ministries, and Russia has also proposed upgrading a refinery in Pakistan.
